Scott A. Galati

Scott Galati is a founding partner in the law and governmental relations firm of Galati & Blek, LLP . In private practice since 1993, Mr. Galati has represented clients ranging from individual property owners to publicly traded corporations. His services have included governmental relations and state and federal litigation. These services have focused in the areas of environmental, land use, and natural resource law. Governmental relations services include representation of permit applicants before federal, state and local agencies as well as legal review and commentary on proposed state and federal legislation and regulations.

Prior to opening his solo practice in 1993, Mr. Galati practiced as an environmental and geotechnical engineer for 8 years. As an engineer he performed hundreds of technical assessments of contaminated property and groundwater including development of remediation strategies. Additionally, his engineering experience includes the design of earth structures and foundations, preparation of Environmental Impact Reports and preparation of permit applications for waste discharge, water quality, solid waste and hazardous waste remediation.

Mr. Galati's permitting experience includes representing private generating companies and public utilities before the California Energy Commission. Mr. Galati has acted as lead regulatory counsel for the successful permitting of over 1795 megawatts of new power. He currently is acting as lead counsel for projects that would add an additional 1780 megawatts to California's inventory. His unique engineering background enables him to work well with an interdisciplinary team of technical experts and to understand and craft reasonable solutions often saving the client exorbitant mitigation costs.

Mr. Galati obtained a Geological Engineering degree with a minor in Civil Engineering in 1987 from the University of Nevada, Reno. He obtained his juris doctor degree at Lincoln Law School in Sacramento, where he is currently an adjunct professor. Mr. Galati currently manages Galati & Blek LLP 's Northern California office, which is located in Sacramento, California.

 

Scott W. Blek

Scott Blek is a founding partner in the law firm of Galati & Blek LLP . Practicing since 1993, Mr. Blek worked in-house at Texaco Inc. for seven years as a transactional lawyer representing Texaco's Power & Gasification Group. During that time, Mr. Blek was lead Texaco counsel on various projects, including the TECO Project (a 700 MW power plant near Bangkok, Thailand), and the Sunrise Project (a 560 MW combined-cycle project near Bakersfield, California). In addition, Mr. Blek was lead Texaco counsel for nine operational power facilities in California, Nevada and Washington.

Since leaving Texaco in January 2000, Mr. Blek has worked on various project opportunities, including the acquisition of the Anyang & Buchon Power Plants and District Heating Facilities near Seoul, Korea (valued at over US$700,000,000), and the disposition (and subsequent buy back) of the Sunrise Project. Currently Mr. Blek is helping to develop a cogeneration project in Edmonton, Alberta, working with a developer on a solar renewables project in San Diego County, and performing transactional work on five projects seeking a license or a license modification from the California Energy Commission, including the City of Santa Clara and the City of Roseville projects.

His services include conducting due diligence for power plant acquisitions, drafting and negotiating major commercial contracts (power purchase agreements, EPC contracts, operation and maintenance agreements, turbine purchase agreements, etc.), drafting and negotiating corporate documents (Shareholders Agreements, joint venture agreements, limited liability agreements, etc.), drafting and negotiating environmental agreements (ERC contracts, community benefit agreements, mitigation agreements, etc.), drafting contract documents for public entities that comply with the requirements of the Public Contract Code and providing general business advice and support. Mr. Blek's services focus primarily on the areas of power development and operations, but also include matters involving real property, environmental, health and safety, and project finance.

Mr. Blek obtained a Bachelor of Arts degree in Communications in 1990 from the University of California, Los Angeles. He obtained his juris doctor degree in 1993 from the University of California, Davis. Mr. Blek currently manages Galati & Blek LLP 's Southern California office, which is located in Glendale, California.

 

Sandra A. Carey

Sandra Carey is a lobbyist and has been with Galati & Blek LLP since its founding, following a ten-year career in both governmental relations and law firm administration. Sandy assists clients in navigating the legislature as well as State Administrative and Regulatory Agencies.

Sandy 's interest in government and politics began during her teens when she worked as a volunteer for the Presidential campaign of Barry Goldwater. From that time forward, she participated in local community involvement organizations, including a stint as a counselor and tutor for disadvantaged children at an orphanage in Washington , DC . Her skills as a grass-roots organizer and passion for politics led to the staff positions first as executive assistant and volunteer coordinator and later as administrative coordinator and executive assistant to the campaign manager for the Presidential campaign of Edmund S. Muskie. Her political accomplishments also included the position of staff consultant for political affairs to Jerry Wurf of the American Federation of State, County and Municipal Employees.

Lobbying was a natural progression for her because many of the businesses the firm represents use the firm to help them be more effective in their relations with government stall and elected officials.

Sandy was a student of Anthropology at George Washington University and Psychology at American University in Washington , DC and is a member of Sacramento 's Capitol Network, California Elected Women's Association and California Women's Political Caucus.
